Congress Proceedings and Key Decisions

The ASEAN Football Federation (AFF) held its Extraordinary Congress virtually on 28 April 2026, with all 12 AFF Member Associations in attendance and entitled to vote. Representatives from the AFC and FIFA were also present.

AFF President Major General Khiev Sameth welcomed delegates and highlighted the key purpose of the Extraordinary Congress: the election of the AFF Judicial Bodies, comprising the Disciplinary and Ethics Committee and the Appeal Committee, ahead of the conclusion of the current mandate on 1 July 2026.

Following the roll call, it was confirmed that all 12 AFF Member Associations were present. With full attendance, it was declared that the Congress had been duly convened in compliance with AFF Statutes.

Key decisions included:

The appointment of Martin Kugeler (Australia), Datuk Noor Azman bin Hj Rahman (Malaysia) and Jose Adilson Ribeiro (Timor-Leste) as the three members responsible for checking the official minutes of the Congress.

The appointment of Tun Tun Aung (Myanmar) and Angelico Gabriel Mercader (Philippines) as scrutineers to oversee the voting proceedings.

The unanimous approval of the agenda for the AFF Extraordinary Congress 2026 and the minutes of the 32nd Congress of the ASEAN Football Federation held on 22 November 2025 in Hua Hin, Thailand.

Amendment to the AFF Statutes

AFF Council Member and Chairman of the AFF Legal Committee Chris Nikou briefed the Congress on the proposed transitory provision under Article 49 of the AFF Statutes.

The proposal was introduced to address the transition between the mandates of the current and incoming Judicial Bodies and to align future terms with the AFF Congress cycle.

The Congress unanimously approved the amendment to the AFF Statutes through the adoption of the transitory provision under New Article 49.5. The provision enables the newly elected Judicial Bodies to commence their mandate on 2 July 2026, following the expiry of the mandate of the incumbent bodies on 1 July 2026, with the incoming members serving until the conclusion of the 2029 AFF Ordinary Congress.

Election of the AFF Judicial Bodies

The Congress proceeded with the election of the Chairpersons, Deputy Chairpersons and Members of the AFF Disciplinary and Ethics Committee and AFF Appeal Committee upon the proposal of the AFF Council.

In accordance with the AFF Statutes, the members of both Judicial Bodies were elected en bloc.

The following members were unanimously elected to the AFF Disciplinary and Ethics Committee:

  • Chairperson: Nguyen Thi My Dung (Vietnam)
  • Deputy Chairperson: Guillermo Iroy Jr (Philippines)
  • Member: Lorenzo Crepaldi (Australia)
  • Member: Yatharoth Yim (Cambodia)
  • Member: Bounyasith Daopasith (Laos)

All 12 Member Associations voted in favour of the proposed composition.

The following members were unanimously elected to the AFF Appeal Committee:

  • Chairperson: Abdul Salim Ahmed Ibrahim (Singapore)
  • Deputy Chairperson: Zaw Min Sein (Myanmar)
  • Member: Peter Matteo Giurissevich (Australia)
  • Member: Togi Marolop Pradana Pangaribuan (Indonesia)
  • Member: Pol Col Dr Mana Pochauy (Thailand)

All 12 Member Associations also voted in favour of the proposed composition.

The Congress concluded with closing remarks by AFF President Major General Khiev Sameth, who expressed his appreciation to all for their contributions and reaffirmed AFF’s commitment to strengthening its governance and advancing football across the region.
