Congress Proceedings and Key Decisions
1. Congress Validity Confirmed
All 12 Member Associations were present, and the quorum requirements were met. The Congress was officially declared as duly convened and in full compliance with the AFF Statutes (Edition 2022).
2. Appointment of Minutes Checkers
Three members were unanimously appointed to verify the official minutes of the Congress:
- Mohammad Shahnon Haji Mohd Salleh (Brunei Darussalam)
- Raneath Sokha (Cambodia)
- Ben Teng (Singapore)
3. Appointment of Scrutineers
Two members were appointed to check the voting processes:
- Lexyndo Hakim (Indonesia)
- Noor Azman Haji Rahman (Malaysia)
4. Approval of Congress Agenda and Previous Minutes
The agenda for the 2022 Congress was unanimously approved. Additionally, the minutes of the previous Congress held on 30 October 2021 and the AFF Extraordinary Congress on 2 July 2022 were unanimously approved.
5. Approval of Reports and Financial Statements
The General Secretary’s Report for the year 2021, distributed on 24 October 2022, was acknowledged. The Congress also unanimously approved the Reports and Audited Financial Statements for the year ended 31 December 2021.
6. Appointment of External Auditors
The firm Das & Co was unanimously appointed as the external auditor for the AFF for the financial years 2022 and 2023.
7. Elections for the 2022–2026 Term
In accordance with AFF Statutes, the election of office bearers took place. Secret ballots were used when applicable, though many positions were filled by acclamation due to a lack of competing candidates.
7.1. Election of AFF President
Major General Khiev Sameth (Cambodia) was the sole candidate for the position of AFF President.
He was re-elected unopposed by acclamation for a new term from 2022 to 2026.
7.2. Election of Vice Presidents
Three candidates were elected unopposed for the four available Vice President positions:
- Pengiran Matusin bin Pengiran Matasan (Brunei Darussalam)
- Maaike Ira Puspita (Indonesia)
- Hon. Francisco Martins da Costa Pereira Jerónimo (Timor-Leste)
One Vice President position remains vacant due to the passing of Mr. Lim Kia Tong (Singapore). This vacancy will be filled at the next Ordinary or Extraordinary Congress.
7.3. Election of AFC Executive Committee Member Representing AFF
No candidates were nominated for this position. The position remains vacant and will be filled at a future Congress.
7.4. Election of Council Members
Five candidates were elected unopposed to the AFF Council:
- Chris Nikou (Australia)
- Viphet Sihachakr (Laos)
- Datuk Haji Hamidin bin Haji Mohd Amin (Malaysia)
- Ko Ko Thein (Myanmar)
- Thanasak Suraprasert (Thailand)
7.5. Election of Female Council Member
Three candidates contested the position:
- Teo Chwee Lian Julie (Singapore)
- Maria Lalaine Sarmiento (Philippines)
- Nguyen Thanh Ha (Vietnam)
Teo Chwee Lian Julie was elected with 10 of the 11 valid votes cast.

8. Other Key Highlights and Remarks
- A moment of silence was observed in memory of the late Mr. Lim Kia Tong, the former AFF Vice President and President of the Football Association of Singapore, as well as the victims of the tragic stadium incident in Indonesia and other football stakeholders who had passed away since the last Congress.
- Timor-Leste was congratulated for being admitted “in principle” as the 11th ASEAN member state, a milestone welcomed by the AFF Council.
- The President’s opening and closing remarks emphasized gratitude to Member Associations, a commitment to democratic governance, the continued pursuit of professionalism within the AFF, and a renewed dedication to enhancing football development across the ASEAN region.
