Congress Proceedings and Key Decisions

1. Approval of Minutes Checkers

The Congress approved the appointment of three individuals responsible for verifying the official minutes of the meeting. These appointments were made through a vote, with all twelve Member Associations voting in favour.

Appointed Minutes Checkers:

  • Mr. Abdul Hamiz Haji Sahari (Brunei Darussalam)
  • Ms. Maja Paula Ano (Philippines)
  • Mr. Tun Tun Aung (Myanmar)

This decision was made to ensure accuracy and proper documentation of the Congress proceedings.

2. Appointment of Voting Scrutineers

To maintain transparency and integrity in the voting process, the Congress approved the appointment of two individuals as scrutineers to check the voting results.

Appointed Scrutineers:

  • Mr. Piyapat Saropala (Thailand)
  • Ms. Yin Marady (Cambodia)

The appointments were unanimously approved by all participating Member Associations.

3. Approval of Amendments to the AFF Statutes

One of the most significant agenda items of the Congress was the amendment of the AFF Statutes. The proposed changes had been circulated to all members on 10 June 2022.

Specific Amendments Included:

A proposed amendment to Article 48.4(c), relating to the structure and responsibilities of the Electoral Committee, was introduced by the Chairman of the AFF Legal Committee.

Due to the urgency and relevance of the amendment, members agreed to waive the usual 21-day notice period required under Article 25.3(e) of the Statutes.

Voting Results:

All twelve Member Associations voted in favour of including the amendment without the standard notice period.

Subsequently, the Congress unanimously approved all the proposed amendments to the AFF Statutes, including Article 48.4(c).

These amendments serve to enhance the governance and operational efficiency of the AFF.

4. Appointment of the Disciplinary and Ethics Committee

The Congress approved the appointment of members to the AFF Disciplinary and Ethics Committee. This committee is responsible for upholding the integrity of the AFF by addressing violations of rules and maintaining discipline.

Appointed Members:

Chairperson: Ms. Nguyen Thi My Dung (Vietnam)
Deputy Chairperson: Atty. Guillermo B. Iroy, Jr. (Philippines)

Members:

  • Dinesh Natarajan (Singapore)
  • Viengsavanh Phanthaly (Laos)
  • Dato Jagjit Singh (Malaysia)
  • Teeraphat Vanichacheva (Thailand)

The appointments were approved unanimously.

5. Appointment of the Appeal Committee

The Congress also confirmed the members of the AFF Appeal Committee. This body is tasked with reviewing appeals against decisions made by the Disciplinary and Ethics Committee, ensuring fairness and due process.

Appointed Members:

Chairperson: Abdul Salim Ahmed Ibrahim (Singapore)
Deputy Chairperson: Zaw Min Sein (Myanmar)

Members:

  • Mohamad Rozaiman Abdul Rahman (Brunei Darussalam)
  • Lexyndo Hakim (Indonesia)
  • C. P. Mahendra (Malaysia)

All twelve Member Associations voted in favour of the proposed appointments.

6. Closing Remarks

The Congress concluded with closing remarks from AFF President Major General Khiev Sameth. He expressed his gratitude to all participants, the AFF Legal Committee, the AFF Secretariat, and the Football Association of Thailand for organising the event.

He highlighted the importance of unity, shared values, and ongoing collaboration among Member Associations to shape the future of football in the ASEAN region.
